Cannabis Rules in Thailand

Most of what you will read about this is out of date. Thailand decriminalised cannabis in 2022 and became known for it — then reclassified cannabis flower as a controlled herb on 25 June 2025, which ended recreational availability. Buying from a dispensary now requires a prescription from a Thai-licensed practitioner, and a prescription from your own country does not qualify.

What changed, and why the internet has not caught up

Between 2022 and 2025 Thailand had one of the most permissive cannabis regimes in Asia, and dispensaries became a visible part of tourist areas. An enormous amount of travel content was written in that window and much of it is still online, unrevised.

The reclassification on 25 June 2025 moved cannabis flower into controlled-herb status, which restored the requirement for medical authorisation. Shops that were operating openly a year earlier are operating under different rules now, or not at all.

What that means for a visitor

Buying legally requires a prescription issued by a practitioner licensed in Thailand. A prescription from your home country does not transfer, and neither does a medical card.

Reported penalties for possession or use without authorisation include imprisonment of up to a year and fines in the region of twenty thousand baht, with separate penalties for consumption in public. A shop being open is not on its own evidence that a sale to you would be lawful.

The practical position

This is a genuinely fast-moving area of Thai law — it has changed direction twice within four years, and there has been ongoing discussion of further tightening.

For a short visit, the safe position is straightforward: do not assume anything you read from 2023 or 2024 still applies, and do not treat an open shopfront as legal advice.
